NEW RULES FOR THE VEHICLE RECYCLING FEE
Effective September 22, 2026, the procedure for obtaining a certificate of payment of the vehicle recycling fee has changed in Kazakhstan. For individuals importing a vehicle for personal use: the recycling fee must be paid before the vehicle is released for free circulation; after payment, a recycling fee payment certificate is issued — an electronic document confirming that the recycling fee obligation has been fulfilled. Manufacturers and importers must obtain the certificate before the vehicle's initial registration. If the vehicle is sold before initial registration, the certificate must be obtained before its sale. The changes were introduced by Government Resolution No. 808 of September 10, 2026, and published on September 11, 2026.
