New parking-space rules have been in effect in the city since August 16. Here's what drivers need to know. Per-minute billing Payment is now calculated for every minute of a parking session. First 5 minutes free At curbside parking spots, the first 5 minutes are free for dropping off/picking up passengers or loading/unloading goods. If you stay longer, the entire parking session is charged, including those first 5 minutes. 10 minutes to exit At off-street lots and parking structures, once your paid time runs out you get 10 minutes solely to exit. Until 8:00 PM Paid curbside parking operates from 8:00 AM to 8:00 PM. Who parks for free? Benefits are available to designated categories — veterans, people with disabilities, mothers of many children, electric vehicle owners, and emergency services. Some categories need to obtain a parking permit. For residents near a parking lot Owners and tenants of units in apartment buildings may use one chosen public parking lot within 500 meters of their home free of charge, for one vehicle per unit. No specific spot is reserved for the car, however. Permits can be arranged through the "Almaty Parking" and eOtinish services.
